My interpretation: the Meetup List exists for the purpose of easily determining where asexual meetups are happening and have happened. Listings should link to their own pages, which ideally include information about meetup planning in progress, relevant information and links to related threads in AVEN's Meetup Mart. The Meetup List and location pages don't take the place of the Meetup Mart, but exist to augment Meetup Mart planning. Local groups can decide how best to use their own location pages.
